What to do when work is pending in government office?

We know that in India many government officers are very lazy and not doing there work in proper manner. They always keep pending the files till they get some bribe from person whose work is requiring to done. These behaviors of officers are leads to corruption and many black money generated through that. Because of these many important projects or work is keep pending and when it complete that time it is useless for public or person. I saw many retired people are still waiting for there pension amount because there file is not cleared from the officer and officer will not cleared till he get money. We have huge organization setup that, we cannot make change in a day or remove them and appoint new officer. Instead of that we can teach a lesson and make a change in ourselves and start to practice of not bribing in any cost.

Many of us need fast work and for that they dose not think about money they just bribe them to clear work in fast track. They think about there self not others and not think about consequences of this bribing. Because of that officers get the habit of asking bribe in every small work, and every time he manage to get bribe and then only he cleared the work. These officers do not have any fear of complaint made by people to his boss, because they know it is very rare case that employees are removed from there post, and it will take more time to clear; till that time nobody wait and instead of that people prefer to bribe. 

I am also having some experience with Government Officer of BSNL department, who shamelessly tell us that if we give some Karcha Pani (pet name for bribe in India.) then they will do my work in fast process. I want to share that incident with you people and I learned how tackle with government officer? My experience will help you all the time and it works.

I applied for new “BroadBand connection” from BSNL through our landline. We put application on 28 April, 2009, and according to there rule and current status they must fix the line within 15 to 20 days. And we also hope for that only. But days are gone no one came for configure our connection. It is very small work that it takes less then a hour, to configure the connection and then also they are doing delay for that. That time I was not in Mumbai and I request to my sister to put a request latter regarding the connection and wait for there response. She did accordingly.

 While submitting the request latter, one of the officer said that put this to another main branch of Vasai (place in Mumbai). So she did that also. Then officer of Internet Connection for Nallasopara East region, assure my sister that they complete the work within 3 to 4 days. But story was same they did not came. So my dad went to remind them about the matter. There he met with one person (name unknown) who fixes our new telephone connection in home, said that “you not pay some karcha-pani to them at when they provide us landline connection to home, so they delay the work.” My dad said, “We never assure them that we will pay, then why you are expecting that”. He said, “No your son said like that.” Then my dad confirm with me about the issue and I denied from that and instruct my dad that do not do anything and keep pending till I come there. But my sister gets angered and she will plan to complaint to Vigilance Officer, I stop her. Because that time I am aware of the situation.

When I return to the Bombay, first I went to the BSNL officer and ask about the matter. Then he search for work order, also check in computer and found that work is incomplete and at that time he found that he lost that work order. So, he asked new work order for us from another officer. The officer asks about the old work order. Then very casually he answer that he lost or may be he kept somewhere or forgot. After that he said to me within three days they will do. I said ok.

 Three days passed no one come to home I went for further enquiry, that time he said “why you are coming daily. We will come and configure the connection. Otherwise go to Westside office and meet another officer.” I went there and came to know that our work is pending from Eastside department and because of there irresponsibility of the officer work is delayed. So I went back to Eastside office and ask him about the issue. Then he again he called to that officer and asks for the work order again at that time that Westside officer scold him and assure him to provide a new work order in phone, .after that he agreed with that officer and assure me will fix the issue in 2 days.

 Two days are passed I went and asked about the process he said they will come afternoon. I thought officer is fooling me so I request to them that please provide a modem at least. He gave me modem and all accessories. But that day he never comes. And next day was Ganpati Visarjan (Anat Chaturti), so we thought, they have a holiday, but they do not have holiday. To avoid traffic all BSNL employees went early to home, so that day also our work keeps pending. But next day of Aanat Chaturati I went to office and ask him about work, he said that today they planned to come. I ask him to come with me now, then he replied that “no, they have BSNL vehicle to go in field and will be on field after 1 pm”.

Finally they came to home but my bad luck is so bad that time power is gone and they went back and said that they will be come tomorrow. After several minute power came. I know that they will again try to delay my work so planned to call that day only, for that I tried to call them but nobody is pick up the phone. So I went to exchange and bring them and get configure my internet connection.

So my work which is pending since April is completed after five month in September. But I used some special trick to track them and because of that trick it complete in fast track. I am also wanted to share those trick with you. And use those trick when your work is pending in government office. They are following – 

1. Do not loose your temper and always smile. It will encourage your confidence.
2. Before entering into the office first make a small research on office and enquired about the all officer and there duties and there nature of work. Because Government segregate all work and all officers are working on that limitation.
3. All government employees are not same few is good and loyal to there work, so connect with that person who is very loyal to there work and take advice from him.
4. Always give proper follow up to the officer, If he said come 2 days after then come and ask about the work; if this continue for more then 2 to 3 times then just request him and ask him – “please provide a exact date and I will come that day only.”
5. If after those specific days the officer will not do your work then just ask him – “you do not have the value of your own tongue. Then how can I believe you?” But do not loose the temper. While talking give a sweet smile. That time he will get shame on his own character and sure he will do your pending work.
6. You will find many people are also there whose work is pending for many days, make group of them and work in group. It is put pressure on officer and will start to do work in speedy way.
7. But until your work gets clear do not live him and loose your confidence.

Gandhiji also used same thing to get independence for India. Even you can try the trick from film “Lage Raho Munna Bhai”. That movie also has some great idea which is useful in real life. The think is never loose your temper and make strong your confidence to tackle with the officer.

But do not leave a matter untill your is finished. If all Indian will stop bribing the government employee then our India will progress more faster then CHina or Japan.

40 year old but still young – “Internet”

I am internet user from last 6 years and saw many developments on it. When I started that time we used Internet for chatting, emailing or information only. But as years pass it change drastically and today I can do all my work from computer with internet connection. Those days I am working with less speed but now I have up to 16 mb/sec speed connection. I am so habituate for the Internet and cannot live without it and if it is struck for a minute I get frustrated. But did you know how it developed and when “Internet have its birth date”. In this post I am try to cover the whole data of “Journey of Internet”.

40 year before, when one small experiment is conducted, that time no one think that there experiment can change the world and make world as a small village, where people are connected for 24/7 via internet at speed of light and Communicate easily, share documents one computer to another, make a call to person who is sitting miles away, can pay the bills, book tickets, purchase goods or a time come when people love to have a internet life rather then social life, share knowledge, make business deal or conference….ete…etc… But it happens and day by day services is added via internet. This is not the complete development in internet still more to experience.

Government of different state and countries are connected via internet to share there knowledge and work with different government as well with the local people of respective governments. Even Many university is connected there resources with other universities under Knowledge Sharing Program. Internet is become a part of life of million people. Almost all the work is possible via internet. Today internet is not only used to share the knowledge but also used to do transactions, date search, job search, banking deals, Insurance application, Hotel Services, people search, business deals, conference call or meetings etc.

Though internet is very useful but it have there own disadvantages which can be create a big problem for any one. All major devices like satellites signals, traffic signals and telecommunication or many banks servers, defense technology are control by the computer in the mode of internet technology, think what happen if it is struck down. In one hand the Internet technology is developed at the same time the Cyber Criminal is raised, they break the static connections and put there influence on it to disturb the local people as well as government and steal the useful data from the servers. It is said that Cyber Criminals are more intelligent then a computer programmer, because they think beyond programmer’s imagination and easily find out the loop wholes to break down the system and hacked the whole data.

On 2nd September, 1969, the University of California, Los Angles, connect two computers to share simple data. Both computer are set up in gap of 15 foot only and connected via a grey cable. They successfully share some data and journey of Internet start from there, as year passed internet is developed more and more.This experiment conducted to test the “Arpanet” a military network. That was small experiment, but that time nobody think that there small experiment will going to be a bigger and will be a fast mode of communication for entire world in future.Internet is evolved process. It developed slowly, slowly but now technology is changing in every minute. In 1974 Arpanet change it face and get first International nodes between England and Norway, after that actual internet come into form. Now we use is very advance Internet technology compare to those days Arpanet. Following details show the step by step progress on the area of Internet: –1969 – University of California, Los Angeles, connect two computers to exchange the simple data between them. This network is called “Arpanet – Military Network”.

1972 – To communicate via email in network of computers – Ray Tomlinson introduced new method of emailing by using “@” (more specify emailing system) between computers with specify email address.

1973 – England and Norway is connected each other via international nodes. This is first step towards the “Internet Connection” and after that “Arpanet” is change to “Internet” and actual Internet is come into form.

1974 – New technique of communication “TCP” is develop which allow multiple networks and understands one another, by Vint Cerf and Bob Kahn.

1983 – Formation of domain name came into active. Only having domain is incomplete so a year after domain get specific suffix like “.gov”, “.com”, or “.edu”. Now a days suffix is based on the geographical location also (according to the country or abbreviation for country is use as suffix for domain.).

1988 – First internet worm “Morris” is made which harm many computers.

1990 – World Wide Web (www) is created by Tim Berners-Lee which very useful to control the computers remotely.

1993 – “Mosaic” – a web browser is developed by Marc Andreessen and colleagues at University of Illinois. “Mosaic” is first browser which allows the graphics and text on a single page.

1994 – Marc Andreessen and team of Mosaic form a company and develop first commercial web browser – “Netscape”.

Two Lawyers are used the Internet for advertising their Green Card Lottery Service. This is first time when world experience the “Spam” in internet.

1998 – One of the biggest search engine – “Google” is formed in small room at Stanford.

To avoid the same domain names in internet, US government form ICANN (Internet Corporation for Assigned and Numbers) under the Domain Name Policies.

2004 – “Facebook” is founded by Mark Zuckerberg at Harvard University.

2005 – Famous Video sharing website “Youtube” is launched.

At early stage it had very limited access but now it does not have any limitation. You can do many things by sitting in front of computer. Your bank, your company, your shopping malls and your job can be access through the Internet.

China is having most internet users – 298 millions people, after that USA – 227 million. In India 81 million people are using internet. In 1999 world have 250 million users in worldwide and within ten year it cross to 1.5 billion in 2008. Millions of new users are added day by day. Google is most visited website in whole World Wide Web. It is good source of information. After that Yahoo is most visited websites.

Many people are living an internet life style, using a social network website creating friends in global. Orkut, Facebook, Youtubes, Digg, Delicious are few famous social network websites which allow users to stay connected for 24/7 with friends and relatives. Yahoo Messenger or Google Talk is a Chat room which allows chat or conference with video with friends or anyone from entire world. Internet is very useful for knowledge seekers but at same it has plenty of bad websites. Many cheating business are run through internet. Many blue films are loaded in video sharing websites which spoil the young generations’ mentality. Many hackers are sited globally to steel your personal details like bank account number or passwords of bank transactions.

To avoid internet crimes many countries have there own Cyber Crime Law which bound the internet users as well as the criminals.

Internet is big invention for human being. It connect whole world via a wires and satellites. All the work is based on the internet. It is great medium of getting the information; data is available for 24/7 and can be access in any remote area no need to carry a documents in brief case. But at same time internet can be most harmful because availability of data theft and hackers in internet. Internet is good and genuine but at same time it is big cheater.

Think what will happen if service gone for a minute or a hour……………….
